Created
in 1976, the Ile-de-France region is a relatively recent local territorial
administration. The decentralising laws of 1982, 1983 and 1986
provided it with the authority to promote the economic, social, health,
cultural and scientific development of the Ile-de-France, including
all of the Greater Paris area. On January 1, 1986, the Region
was made responsible for the building, equipment, maintenance and operation
of secondary schools and other establishments of the same level.
More recently, the five-year law of December 10, 1993 entrusted it with
the professional integration of young people facing social problems.
In this context, the Regional Council directs major efforts to training,
transportation, quality of life, solidarity and international co-operation.
Training for employment involves secondary schools, apprenticeship,
adult training, re-integration...the Region engages all its forces in
favour of training. Quality of life and environmental responsibilities
include mass transit, relaxation, culture, sports....
The territorial nature of responsibilities demands a commitment to negotiate
with many stakeholders and build with them a project or solution.
By being in contact with various people, the regional council develops
a pragmatic expertise. For example, the regional council is negotiating
an underground water management contract on the Calcaire de Champigny.
Environment and its management are very important with 11 million people
living in the territory. Environment management is an everyday
work where technical background is as much important as the relationship
management. This is complemented by knowledge of the physical, geographical
and sociological context of Ile-de-France.
