The Institute for Systems, Informatics and safety (ISIS) is one of the eight institutes that constitute the joint Research Centre (JRC) of the European Commission. The Institute's 350 staff, visiting scientists and students are based at Ispra, in the north of Italy.
The ISIS supports EU policies with systems oriented research in areas where safety and security are of prime concern.  Its prime objectives are to develop techniques for the assessment of risk in complex systems and to apply information, communication and engineering technologies for improving their reliability, safety and security.  The fifth Framework programme moves ISIS towards its core mission. The institute's technology base makes it ideally suited for supporting Commission policies related to the general theme of enhancing safety and security of the individual citizen and of society as a whole.
The fifth Environmental Programme calls for shared responsibility between government institutions, business and the public. Communication between main actors is the tool to move cohesion beyond common regulations and controls.  The scientific and technical expertise of the Systems Analysis and Information Assessment Unit within the ISIS is maintained by the participation in underpinning research, which is increasingly based on networks and joint projects together with European universities, research organisations, authorities and industry. The relevant research tasks can be summarised along the following lines:

  • To support EU policies on risk management and resource management, by deploying the best available knowledge;
  • To analyse, appraise and assess the reliability and quality of the information to be used in policy decision processes;
  • To develop Decision Enhancement Tools (DET), enabling the joint participation of experts, administrators and wide sectors of the community;
  • To design and implement an Integrated Assessment methodology for decision making and conflict resolution, including appropriate advanced interactive modelling tools;
  • To demonstrate and test the benefits of this approach in real examples of decision support systems for the management of risks and the environment.
